Turkey’s first Islamic leader Necmettin Erbakan (نجم الدین اربکان) Passes Away ا انا لله وانا اليه راجعون

One of the most colorful personalities in Turkish politics, Necmettin Erbakan (نجم الدین اربکان) will be remembered as the person who established political Islam in Turkey under the name “National View” and mentored key figures who later came to power.

Erbakan, who died Sunday at the age of 84, was a key figure in a 50-year political period that saw three military coups. During that era, he served a term in prison, was banned from politics in the 1980s and returned as prime minister in 1996 before being forced to step down with the Feb. 28, 1997, “post-modern coup.”

Though his time as prime minister was short, the rule of Erbakan’s Islamist-led coalition government paved the way for the current ruling Justice and Development Party, or AKP, to come to power five years later.

“Despite the obstacles created by the system, they finally came to power through [Erbakan’s] stubborn and combatant political understanding. His political method was to surround the system he was fighting against and take over. Even if he could not do it, his students achieved it using the path he created,” political analyst Ruşen Çakır told the private channel NTV on Sunday.

“He introduced political Islam to Turkey,” Sedat Bozkurt, a journalist who has closely followed Erbakan and other Islamic politicians, told NTV. “However, the political Islam applied in Turkey differed from the others. One of its elements was Turkish nationalism.”

Engineering politics

Born in Sinop in 1926, Erbakan graduated from the all-male Istanbul High School, and received his bachelor’s degree in mechanical engineering from Istanbul Technical University. His academic success led him to Germany, where he won attention in scientific circles for his work on diesel motors. Upon returning to Turkey, he was selected as the head of the Turkish Union of Chambers. His political career started in 1969, when he became the independent Konya deputy in Parliament. He formed the National View’s first party, the National Order Party, in January 1970. The party was closed in 1971 for being “against secularism.”

Erbakan then formed the National Salvation Party, or MSP, in 1972, and got 48 deputies in Parliament with 12 votes during the 1973 elections. The party took third place in consecutive elections in 1973 and in 1977 to join coalition governments. Erbakan was deputy prime minister in 1974, when the Turkish military intervened in Cyprus. But his party was shut down by the same army in 1980 after the Sept. 12 coup and Erbakan was imprisoned in Zincirbozan Prison along with other politicians.

He was banned from politics in 1987 and then elected as the leader of the Welfare Party, or RP, which was established by his aides in 1983. In the 1991 elections, the party entered Parliament with 40 deputies after forming an alliance with the People’s Party, or MP.

Trouble for the Welfare Party

In the elections of 1995, the RP became the first party to get 21 percent of votes and Erbakan formed a coalition government with Tansu Çiller, leader of the True Path Party, or DYP. Among his Cabinet members were Abdullah Gül, Abdüllatif Şener and Bülent Arınç, all of whom are still on the political scene.

One of the first moves Erbakan initiated was the formation of an international organization with major Muslim countries, known as D-8. That followed a major diplomatic scandal in Libya where Muammar Gadhafi harshly slammed the Turkish government’s attitude toward the Kurds, remarks that remained unanswered by Erbakan. Damaging statements on secularism made by party officials at a dinner hosted at the Prime Ministry drew negative reactions from the military, which culminated in its ouster of Erbakan’s government in 1997.

The decisions made by the National Security Council, or MGK, were also signed by Erbakan, who had to step down from the government. His party was closed in 1998 and he was banned from politics for five years.

“His death just a day before Feb. 28 is very meaningful. Feb. 28 was a coup d’état. Where are those who plotted this coup, and what are they thinking now? His students were born out of his ashes,” Çakır said.

Nazlı Ilıcak, a journalist who was very close to Erbakan, said he was subjected to many unfair attitudes during his political life. “But the cadres he instructed have now become the power,” she said.

For journalist Taha Akyol, the significance of Erbakan was his success in turning the political Islamic movements into an element of parliamentary politics.

Felicity follows Virtue

The Virtue Party was formed in December 1997, before the decision regarding the disassociation of the Welfare Party was announced. Erbakan had the party set up, and left it to his closest friend Recai Kutan, who got the party in Parliament during the 1999 elections, with the first female deputy in the history of Turkish politics to wear a headscarf. That caused major debate and ended with the Virtue Party being shut down as well.

In 2001, the National View that he built was divided. In a move to re-organize and modernize the political Islamic movement in Turkey, Erdoğan, Gül and other associates went their own way and set up the AKP. After the division Erbakan instructed Kutan to set up the Felicity Party, with Erbakan becoming party leader in 2003. He was banned from politics later on and had to step down, but continued as leader from behind the scenes. On Oct. 17, Erbakan returned as the leader of the Felicity Party.

A Master of Speech :

Nearly all major politicians of his generation were masters of the word, but Necmettin Erbakan had a different style that mixed irony with Islamic rhetoric. A selection from his famous statements:

“We will wait for the bottom side of the kadayıf [a Turkish dessert] to be baked [before we send this government away.]” (Speaking in March 1980 on the Süleyman Demirel-led government that relied on Erbakan’s support.)

“Love, determination and the National View – these will give us milk from even the male goat.”

“We are not of a mushroom mentality – we are the plane tree.”

“They are just glu-glu dancing.” (Speaking on mass protests against “deep state” relations after the Susurluk incident on Nov. 3, 1996.)

“Everybody is of the National View, they just don’t realize it.”

“The AKP [Justice and Development Party] government is like a hormone-injected tomato.”

“Mehmet II the Conqueror was not leftist nor rightist. He was of the National View.”

“The sun is here, what need is there for the bulb?” (Speaking on the AKP’s logo)

“The brain of the exploitation monster that oppresses the world is Zionism. Its heart is Crusader Europe, its right arm is America and its left arm is Russia.”

Television commentary during the Egyptian revolution has revealed the ignorance of some people about the role of the Muslim Brotherhood in what the West fears is a potential theocratic coup.

There are some balanced voices however, including, James Clapper, director of National Intelligencewho told a congressional hearing that the Muslim Brotherhood is a “heterogeneous group, largely secular, which has eschewed violence and has decried al-Qaeda as a perversion of Islam.” However, those who are intent on defaming the MB and belying the unfolding events in Egypt and the numerous interviews and statements by MB representatives, insist that the Brotherhood supports terrorism and terrorist causes.

Loosely applied in the worldwide media, the word ‘terrorism’ has become a cliché that is often misused to conjure up fear in the masses, generating distrust and hatred for specific individuals and groups. The Muslim Brotherhood is apparently under media attack.

Clapper asserts that the Muslim Brotherhood is a powerful and influential religious-political force and according to a 2009 studyby WorldPublicOpinion.org, sixty-nine percent of Egyptians think the Brotherhood favors democracy. The behavior, stance and ongoing committed to democracy demonstrated by the Brotherhood in the period before, during and after the People’s Revolution indicates its role as a moderate, pro-democratic group that struggles to voice the will of the people and uphold their rights.

On the other hand, Doug Schoen, advisor to four Israeli prime ministers, said in a warning tone in his commentary for Foxnews.comthat he believes there is “at least a 50 percent chance, if not more, that a candidate from the Muslim Brotherhood or a party with a generally similar approach and orientation will gain political powerin Egypt and win the next presidential election.” Clearly, Schoen is not so much fearful of the moderate Muslim Brotherhood as he is of Egyptians in general, as he fearfully considered a Zogby poll that was conducted in 2010 showing that 75% of Egyptians think Egyptian life would improve when clerics take a more central role in the political life of the country. Given the corruption, repression, brutality and mismanagement of the previous secular regime, which was obviously favored by Schoen, any amount of ethics and rule of just law would be hateful to both him and the Israelis whom he advises.

Schoen, responding to his paranoia about all things ‘Islamic’ shows distrust in the Muslim Brotherhood’s use of images and words such as “freedom” and “liberation”. Anxious, he decries his belief in some sort of conspiracy theory that this is all a ploy by ‘so-called fanatics’ who have a secret agenda. At the same time, Schoen’s fellow countryman, Hillary Clinton was so impressed by the dignified peaceful behavior and stance of the Egyptian People’s Revolution, of which the Brotherhood is a significant part that she wants to make it an example of democracy and peaceful protest worldwide.
Obsessed with the concept of deception as a strategyto dominate the world by religious-political doctrines, Schoen mistrusts the Muslim Brotherhood’s announcement that it will not try to win the presidency of Egypt, nor will it attempt to win a majority in parliament. Nevertheless, in the face of fanatical suspicion and defamation, the Brotherhood will continue its work to support the legitimate rights of Egyptians and push forward the democratic process, which is after all the political concept that Schoen and the US claim to follow.

New fears emerge among Western thinkers as Egypt’s military rulers formed a panel of experts that include Sobhi Salah from the Brotherhood, a reformist, to be part of making initial changes to the country’s constitution.Most of the rhetoric about the Brotherhood is centred round Israeli interests and fear of the Brotherhood having a secret identity of an Al-Qaida-like or Taliban-like persona. However, the Brotherhood has clearly stated that it respects the international treaties that have been made and its official policies emerge from its 16-member Guidance Bureau and are clearly outlined on its official website.

The Brotherhood has clearly stated that it respects all international treaties and agreements and this includes those made with ‘Israel’. The point that pro-Israeli Westerners fear is that many Egyptians believe the 1979 treaty lacks legitimacy but even as George Washington University professor Nathan Brown pointed out, revoking a peace treaty is a far cry from declaring war. At the same time Essam El-Erian reiterated that ‘there is no threat of war and that the people are not pushing for war, adding that it is not our duty to protect Israel from Palestinians. We are not guards for Israel’.

عشق رسولﷺ، روحانیت اور کشمکش

اس بات میں کوئی شک نہیں کہ ربیع الاول کا مہینہ آتے ہی دل میں عشق رسول ﷺ کی نئی امنگ جاگ اٹھتی ہ ے۔ خود اندر سے خیال آتا ہے کہ نعتیں سنی اور پڑھی جائیں۔ بقول اقبال عظیم جو بلاشبہ نعت کی صنف کے بے تاج بادشاہ ہیں۔ دل کی کیفیت کو اس طرح بیان کرتے ہیں۔

 

جو پوچھا ہے تم نے کہ میں نذر کرنے کو کیا لے گیا تھا تو تفصیل سن لو

نعتوں کا ایک ہار، اشکوں کے موتی، درودوں کا گجرہ، سلاموں کی ڈالی

 

جب عشق محمدﷺ کی بات آتی ہے تو خیال یہ آتا ہے کہ آخر مالک کائنات کو انبیا علیہ السلام کے نزول کی ضرورت کیوں پیش آئی ہے اور انسانی تاریخ میں ایسے صالح بندے اتارے ہی کیوں گئے؟ تو اس کا جواب ہم کو سورہ النحل (36) میں جاکر ملتا ہے کہ جس میں رب وحدہ لاشریک یہ فرماتا ہے کہ

اور ہم نے ہر قوم میں ایک پیغمبر بھیجا جس نے یہ پیغام دیا کہ اللہ کی بندگی کرو اور طاغوت کی بندگی سے پرہیز کرو“

یعنی حضرت انسان بار بار رحمان کی اطاعت وبندگی سے باہر نکل کر اپنے رب کی قائم کردہ حدود کو پھلانگتے ہیں اور شیطان کے دائرہ میں اچھل کود کو زندگی اور عقل مندی سمجھتے ہیں، انکی اس ٹیڑھی روش کو سدھارنے کیلئے اور واپس صراط مستقیم پر چلانے کیلئے انبیا کرامؓ کو اتارا گیا۔

سورہ فاطر (24) میں رب رحمان وکریم فرماتا ہے کہ

کوئی قوم ایسی نہیں گزری ہے جس میں کوئی متنبہ کرنے والا نہ آیا ہو“۔

مگر کیا کیا جائے کہ حضرت انسان اپنی غلط روش پر نہ صرف اتراتے رہے ہیں بلکہ اٹھلاتے بھی رہے ہیں اور سمجھتے ہیں کہ وہ ایک بڑا کام کررہے ہیں۔ اللہ سے بغاوت کے کئی نام اور کئی عنوانات ہیں۔ ایک طرف اللہ کے نازل کردہ رحمانی احکامات ہیں تو دوسری طرف شیطانی انکار۔ کشمکش ازل سے جاری ہے۔

نوحؑ، ہودؑ، ابراہیمؑ، موسیٰ ؑ کا الہامی نعرہ مستانہ ایک طرف تھا تو فرعون، نمرود، ہامان، شداد، ابوجہل کا جاہلی انکار اور غروروتکبر دوسری طرف۔ اس صورت حال کو سورہ النحل میں اس طرح کہا گیا کہ

”بخدا ہم نے ﴿اے محمدﷺ﴾ تم سے پہلے مختلف امتوں کی طرف ہدایت بھیجی، مگر اس کے بعد شیطان نے ان کے غلط اعمال کو ان کیلئے خوشنما بنادیا۔ چنانچہ آج وہی ان کا سرپرست بنا ہوا ہے اور وہ دردناک عذات کے مستحق ہوگئے ہیں اور ہم نے تم پر یہ کتاب صرف اس لئے نازل کی ہے کہ تم اس حقیقت کو ان کے سامنے واضح کردو، جس میں ان کے درمیان اختلاف ہوگیا ہے اور اس لئے کہ یہ کتاب ہدایت اور رحمت ہے ان لوگوں کیلئے جو اس کی پیروی اختیار کرلیں“۔  (63-64)

اس طرح معلوم ہوا کہ نبی کریمﷺ کی ذات اقدس کو اس عالم ثبات میں ودیعت کرنے کا مقصد اس کے علاوہ کچھ اور نہیں تھا کہ وہ بنی نوع انسان کو انسانوں کی غلامی سے نکال کر رحمان وکریم کے عطا کردہ عادلانہ نظام کے اندر سمو دیا جائے۔ اسی مقصد کی جدوجہد میں آپﷺ نے تکالیف اور مصائب اٹھائے۔ مشکل ترین حالات میں مکہ کے ایک کونے سے دوسرے کونے تک ایک عورت کے سفر کا ذکر اس طرح کیا کہ وہ گویا سونا اچھالتے جائے گی، مگر اس کو سوائے اپنے رب کے کسی کا خوف نہ ہوگا۔ اس جدوجہد میں کامیابی اور اس کی حقانیت پر اس طرح کامل یقین تھا کہ کہا”اگر سیدھے ہاتھ پر سورج لاکر رکھ دو اور الٹے ہاتھ پر چاند بھی تو بھی اس دعوت حق سے ایک قدم پیچھے نہیں ہٹوں گا“۔ اور یہی وہ ایمانی طاقت تھی کہ جو غزوہ خندق میں ایک پہاڑی کو توڑتے ہوئے قیصروکسریٰ اور مصر کی فتوحات کی بشارت دے رہی تھی مگر ساتھ میں لازمی جز کلمہ توحید پر کامل ایمان تھا اور آپ کے صحابہؓ کا اس حد تک کامل ایمان کہ انگارے پر بھی احد احد پکارنے لگیں اور پتھر جیسے دل نرم پڑ کر موم بن جائیں۔ جو جانیں نکلتے وقت پکار کر کہیں کہ”اللہ کی قسم میں کامیاب ہوگیا“ جو زمین پر قابض قوتوں کو پیغام دیں کہ”ہم اس لئے آئے ہیں تاکہ انسانوں کو انسانوں کی غلامی سے نکال کر اللہ کی غلامی دے دیں“ اور”تمہارا سابقہ ایک ایسی قوم سے پڑا ہے جو موت کو اسی قدر محبوب رکھتی ہے کہ جتنا تم زندگی کو“۔

شہر مدینہ خود اپنی ہیئت میں ایک گلوبل سوسائٹی تھا۔ جہاں ایران کے سلمان فارسیؓ، یورپ کے صہیب رومیؓ، حبش کے بلالؓ، تہامہ کے  بدو اور یمن کے مسکین دوش بدودش کھڑے ہونے پر نازاں تھے۔ مکہ کے مہاجر اور مدینہ کے انصار گویا دو جسم ایک قالب تھے اور ان سب کی وجہ یکجہتی کلمہ توحید کی زنجیر تھی۔ یہ اسی کی مئے تھی جس نے سب کو جذبہ اخوت میں مدہوش رکھا ہوا تھا۔ یہاں مال ومنصب لائق فخر نہیں تھا بلکہ ذمہ داری کا بوجھ سمجھا  جاتا تھا۔ یہ لوگ وہی تھے کہ جن کو دشمن بھی رات کے راہب اور دن کے مجاہد کہتے تھے۔

یہ وہ لوگ تھے کہ جن کے عشق رسولﷺ پر کوئی دورائے نہیں۔ یہ وہ کوہ گراں تھے کہ جن کے پاس ہاشمی احکامات کے بعد وہ لیکن اگر، مگر کے الفاظ نہ تھے جو”سمعنا واطعنا“ پر یقین رکھتے تھے۔ ان کا طریقہ یہ نہیں تھا کہ جو ہمارا ہے کہ رات بھر عشق رسولﷺ میں نعتیں سنیں مگر فجر کی نماز باجماعت تو کجا بلا جماعت بھی نہ پڑھ سکے جو چراغاں کیلئے کنڈے لگائین اور خود کو بچاکر دوسروں کا ضرر گوارا کریں۔

کیا آپ نے کبھی ایسا نوکر دیکھا ہے کہ جو اپنے مالک کے حسن اور اس کے جلووں کی تو تعریف کرے مگر اپنے مالک کے ناشتہ بنانے کے حکم پر عمل نہ کرے، جو اپنے مالک کے کہنے پر چائے کا ایک کپ بھی نہ بناسکے، مگر اپنے مالک کے اخلاق کی تعریف میں رطب اللسان ہو، جو اپنے مالک کے معیار انتخاب کی تو قلابیں ملائے مگر اس کے احکامات کی بجا آوری نہ کرے۔ قارئین ایسے مالک وخادم کا نبھا تو شاید اگلے روز بھی نہ چل سکے، کیونکہ اس کا خادم یا نوکر کو رکھنے کا مقصد اپنی تعریف کے گن سننا نہیں تھا بلکہ اس کا مطلوب تو اپنے لئے سہولیات  کا انتظام تھا۔

مگر یہاں معاملہ الٹ ہے، مالک دو جہاں کیلئے یہ سب چیزیں بیکار ہیں۔ وہ اس سے بے نیاز ہے، اس کا مطالبہ اپنے خلیفہ یعنی حضرت انسان سے اس کے سوا کچھ اور نہیں کہ اس کی بندگی کرے اور اس کی بندگی صرف اس کی اطاعت اور اس کے محبوب صلی اللہ علیہ وسلم پر درود وسلام ہی بھیجنا نہیں بلکہ اس کی اپنے نبیﷺ پر اتاری گئی شریعت کو زندگی کے ہر شعبہ میں برتر حیثیت میں قائم کرنا ہے۔ رب دو جہاں کی مرضی وہ منشا اور اس کے احکامات کی عدالت میں، سیاست میں، معیشت میں، عبادت میں، قوانین میں، تعلیم میں، داخلی وخارجہ پالیسیوں میں، امن میں، جنگ میں، صحافت میں، میڈیا میں، مدارس میں، خانقاہوں میں ہر جگہ اولین ترجیح اور بطور ضابطے کے قائم کرنے کے عمل کو فریضہ اقامت دین کہتے ہیں اور یہی ہمارا مقصد حیات ہے۔

میرے ایک رفیق محترم نے کہا کہ تم سیاسی باتیں کرتے ہو، اس میں روحانیت عنقا ہے، میں ان کو کیا بتاؤں کہ  تصوف دراصل احسان ہے اور احسان کی تعریف مشہور حدیث جبرئیل میں نبی کریمﷺ اس طرح کرتے ہیں کہ ﴿مفہوم﴾ تم اس طرح تصور کرو کہ گویا تم خدا کو دیکھ رہے ہو اور اگر دل کو اس پر راضی نہ کرسکو تو یہ تو سمجھ لو کہ وہ تو تم کو دیکھ ہی رہا ہے۔

سورہ الاعراف میں اسی طرف اشارہ کیا گیا ہے (156)”اے محمد صلی اللہ علیہ وسلم کہہ دو کہ اے انسانو میں تم سب کی طرف، اس خدا کا رسول ہوں جو آسمانوں اور زمین کی بادشاہی کا مالک ہے، جس کے سوا کوئی خدا نہیں، جو مارنے اور جلانے والا ہے۔ پس ایمان لاؤ خدا پر اور اس کے رسول نبی امیﷺ پر جو خدا اور اس کے فرامین پر ایمان رکھتا ہے اور اس کی پیروی کرو تاکہ تم راہ راست پالو“۔

روحانیت اگر اپنے اڑوس پڑوس سے لاتعلق ہوکر صرف ذکر الہیٰ ہے تو یقین رکھئے کہ خدائے بزرگ وبرتر کو یہ مطلوب نہیں۔ حدیث میں ایک ایسے ہی شخص سے متعلق روایت ہے کہ جو ذکر میں تو بہت آگے تھا، کبئر سے اجتناب برتتا تھا، مگر معاشرے کے حالات سے لاتعلق تھا تو فرشتے کو پوری بستی کو اس پر الٹ دینے کا حکم خداوندی ہوا کیونکہ وہ امربالمعروف ونہی عن المنکر کے عمل سے یکسر محروم تھا۔ توجہ کا محور صرف میں اور میرا خاندان ہو اور باقی سب سے لاتعلقی بے حسی میں شمار ہوتی ہے جو سراسر عشق رسولﷺ کے مناطی ہے۔

ایک ایسا معاشرہ، ایک ایسا نظام، ایک ایسی معیشت، ایک ایسی ثقافت، ایک ایسی معاشرت، ایسے ذرائع ابلاغ جو دین ومذہب سے بیگانے ہوں اور مسلم اکثریتی علاقوں میں اپنا شیطانی وجود بھی رکھتے ہوں وہاں روحانیت کیسے نصیب ہوسکتی ہے۔ ذرا تو کوئی سوچے کہ جب عصبیت وقومیت کی زہریلی سیاست امت کی جڑوں کو کھوکھلا کررہی ہو، جب شخصیت پرستی، نظریہ وجود کے تصور کو ہی کھا رہی ہو، جب لادینیت اور الحاد دین کی موجودگی کو چیلنج کررہا ہو، جب مذہب کے نام پر غلو کیا جارہا ہو، جب فرقہ واریت کو عین اسلام سمجھ لیا گیا ہو، جب لوگ سچ کہنے پر غائب کر دئیے جارہے ہوں اور جب اہل حق کو سیاسی ہونے کا طعنہ دے کر راستے سے ہٹایا جارہا ہو، یعنی سچائی کو دھندلا کیا جارہا ہو اور اندھیرے کو اجلا بتایا جارہا ہو، تو ان حالات میں لاتعلقی اختیار کرنے والے اور اپنا وزن کشمکش کے کسی ایک پلڑے میں ڈالنے کے بجائے دور سے طوفان کا نظارہ کرنے والوں کے ساتھ اپنا وجود الگ کھڑا کرکے یہ سمجھتے ہوں کہ وہ ان طوفانی ہواؤں سے بچ جائیں گے، تو وہ جنت الحمقا میں رہتے ہیں۔ کامیاب صرف وہی ہے جو کشمکش میں پرچم حق اٹھائے، باطل کی آنکھوں میں آنکھیں ڈال کر نفع ونقصان کے نتائج سے بے پروا ہوکر حق کی مئے کا جام لنڈھا کر یہ اعلان کرے کہ

محفل شیشہ و جام خطرے میں ہے

جنت بارہ آشام خطرے میں ہے

میری آواز میں ہے بغاوت کی بو

کوئی پنجرہ ہو یا دام خطرے میں ہے

اک قیامت ہوا نعرہ لا الہ

لذت عشق اصنام خطرے میں ہے

CIA Agent Davis had ‘close links’ with Terrorists: Report

American official Raymond Davis , arrested in the Pakistani city of Lahore for gunning down two armed men, had “close links” with the Terrorists and was “instrumental” in recruiting youths for the militant group, a media report here said today.

The claim about his links to TTP was made to ‘The Express Tribune’ newspaper by unnamed police officials in Punjab province, a day after US media reported that Davis was working for the CIA as a security contractor.

The Lahore killings were a blessing in disguise for our security agencies who suspected that Davis was masterminding terrorist activities in Lahore and other parts of Punjab,” a senior official of Punjab Police was quoted as saying by the daily.

“His close ties with the TTP were revealed during the investigations… Davis was instrumental in recruiting young people from Punjab for the Taliban to fuel the bloody insurgency,” the official was quoted as saying.

Call records retrieved from mobile phones found on Davis had allegedly established his links with 33 Pakistanis, including 27 militants from the banned Taliban and Lashkar-e-Jhangvi, sources were quoted as saying by the newspaper.

The report claimed Davis was “said to be working on a plan to give credence to the American notion that Pakistan’s nuclear weapons are not safe.”

It added: “For this purpose, he was setting up a group of the Terrorists which would do his bidding.

Former military ruler Pervez Musharraf had cut a secret deal with the US in 2006 to allow clandestine CIA operations in Pakistan, the daily reported.

However, “the government and security agencies were surprised to know that Davis and some of his colleagues were involved in activities that were not spelt out in the agreement,” a source told the newspaper.

Davis’ job was to trace the links of the Taliban and al- Qaeda in different parts of Pakistan but instead investigators found that he had developed “close links” with the Taliban, the source claimed.

Investigators recovered 158 items from Davis, including a 9mm Glock pistol, 75 bullets, a GPS device, an infrared torch, a wireless set, two mobile phones, a digital camera, a survival kit, five ATM cards and Pakistani and US currency.

The camera had photographs of Pakistani defence installations.

Intelligence officials claimed these items proved that Davis was involved in “activities detrimental to Pakistan’s national interests.”

US GIVES FRESH DETAILS OF CIA AGENT WHO KILLED TWO MEN IN PAKISTAN SHOOTOUT

US reveals that CIA agent Raymond Davis worked for private security firm Xe, formerly known as Blackwater

US officials have provided fresh details about Raymond Davis, the CIA agent at the centre of a diplomatic stand-off in Pakistan, including confirmation that he had worked for the private security contractor Xe, formerly known as Blackwater. They also disclosed for the first time that he had been providing security for a CIA team tracking militants.

Davis was attached to the CIA’s Global Response Staff, whose duties include protecting case officers when they meet with sources. He was familiarising himself with a sensitive area of Lahore on the day he shot dead two Pakistanis.

The New York Times, Washington Post, Associated Press and other media outlets reported for the first time that Davis is a CIA employee. They said they had been aware of his status but kept it under wraps at the request of US officials who said they feared for his safety if involvement with the spy agency was to come out. The officials claimed that he is at risk in the prison in Lahore. The officials released them from their obligation after the Guardian on Sunday reported that Davis was a CIA agent.

Davis shot dead two Pakistanis in Lahore last month who he says had been trying to rob him. A third Pakistani man was killed by a car driven by Americans apparently on their way to rescue Davis.

Confirmation that he worked for Xe could prove even more problematic than working for the CIA, given the extent of hatred towards Blackwater, whose staff have gained a reputation in Pakistan as trigger-happy. For Pakistanis the word “Blackwater” has become a byword for covert American operations targeting the country’s nuclear capability. Newspaper reports have been filled with lurid reports of lawless operatives roaming the country.

US officials have reiterated their concern about Lahore’s Kot Lakhpat jail where Davis is being held, saying he had been moved to a separate section of the prison, that the guards’ guns had been taken away from for fear they might kill him, and that detainees had been previously killed by guards. They are also concerned about protesters storming the prison or that he might be poisoned, and that dogs were being used to taste or smell the food for poison.

However, the authorities in Pakistan stressed the stringent measures they have put in place to protect Davis in Kot Lakhpat following angry public rallies in which his effigy was burned and threats from extremist clerics.

PJ Crowley, the US state department spokesman, said: “Obviously, we are concerned about his safety. We have had multiple conversations with the government of Pakistan regarding his current surroundings. They have told us that he is in the safest possible location in Lahore. And clearly, we hold the government of Pakistan fully responsible for his safety.”

Surveillance cameras are trained on his cell in an isolation wing, and a ring of paramilitary troops are posted outside. About 25 jihadi prisoners have been transferred to other facilities.

The revelations about Davis will complicate further the impasse between the US and Pakistan. Washington says he has diplomatic immunity and should be released but the Pakistan government is in a bind, facing the danger of a public backlash if it complies.

Until Sunday, the US had said Davis was a diplomat, doing technical and administrative work at the embassy. It says that because he has diplomatic immunity, he should be released immediately.

The Pakistani prime minister, Yousaf Raza Gilani, told parliament on Monday he would safeguard the country’s “sovereignty and dignity” as it sought to resolve the diplomatic impasse with the US. “We are firmly resolved to adopt a course that accords with the dictates of justice and the rule of law. My government will not compromise on Pakistan’s sovereignty and dignity,” said Gilani.

The Obama administration is exerting fierce pressure on Pakistan to release Davis. But President Asif Ali Zardari’s government, faced with a wave of public outrage, has prevaricated on the issue, and says it cannot decide on immunity issue until 14 March. For many Pakistanis the case has come to represent their difficult relationship with the US, in which multibillion dollar aid packages are mingled with covert activities targeting Islamist extremists.

Davis is currently on Pakistan’s “exit control list”, meaning he cannot leave the country without permission. But the two men who came to his rescue in a jeep that knocked over and killed a motorcyclist are believed to have already fled the country. Davis claimed to be acting in self-defence, firing on a pair of suspected robbers. But eyebrows were raised when it emerged that he shot the men 10 times, one as he fled the scene.

Pakistani prosecutors say Davis used excessive force and have charged him with two counts of murder and one of illegal possession of a Glock 9mm pistol. There have also been claims that the dead men were working for the Inter-Services Intelligence (ISI) agency, with orders to follow Davis.

The military spy agency cooperates with the CIA in its tribal belt drone programme, but resents US intelligence collection elsewhere in the country.In spite of the lurid conspiracy tales in Pakistan about Blackwater, US officials say that in reality Blackwater has had two major contracts in Pakistan – loading missiles onto CIA drones at the secret Shamsi airbase in Balochistan, and supervising the construction of a police training facility in Peshawar. The Davis furore has not, however, stopped the controversial drone strike programme. News emerged of a fresh attack on a militant target in South Waziristan, the first in nearly one month. Pakistani intelligence officials told AP that foreigners were among the dead including three people from Turkmenistan and two Arabs.

The CIA and Pakistan’s ISI have long had a rocky relationship. It started in the 1980s jihad, when the ISI funnelled billions of dollars in CIA-funded weapons to anti-Soviet rebels in Afghanistan.

But the two fell out in 2001 over CIA accusations that the ISI was playing a “double game” – attacking some Islamist militants while secretly supporting others.

In August 2008 the CIA deputy chief, Stephen Kappes, flew to Islamabad with evidence suggesting the ISI plotted the attack on the Indian embassy in Kabul that killed 54 people. The ISI, in turn, complained that the US came with unrealistic expectations and an aggressive attitude.

Yet at the same time the agencies co-operated closely, mostly on the CIA drone campaign against al-Qaida militants along the Afghan border.

In 2009 the ISI praised the CIA for killing the Pakistani Taliban leader Baitullah Mehsud. But recently things soured again. Last December the CIA station chief was forced to quit Pakistan after being publicly identified (US officials blamed an ISI leak); while Pakistani spies were angered that their chief, General Shuja Pasha, was named in a US lawsuit brought in a New York court by victims of the 2008 Mumbai attacks.

When powerful men meet to discuss explosive issues, things can change in a big way. And that is precisely what happened after a highly secretive and immensely important meeting at the Presidency a few days back. The subject, not unexpectedly, being the fate of American killer Raymond Davis and that of Pakistan-US relations. Little did anyone know at the time that the huddle would instead end up deciding the fate of Foreign Minister Shah Mehmood Qureshi.

The meeting, convened by the president was attended by Prime Minister Gilani, Babar Awan, Rehman Malik, Shah Mehmood Qureshi and the DG ISI Gen Shuja Pasha. The president was given an exhaustive overview of the entire situation but quite early in the meeting it became evident that two of the men were standing on the wrong side of the prevalent dominant wisdom and desire of somehow finding a way to retrospectively cough up diplomatic immunity for Davis and to just wish away all the four deaths and the lingering crisis. But since one of the ‘erring’ two dared not be arbitrarily fired, poor Qureshi’s fate stood sealed.

Extreme pressure was exerted in the meeting on the former foreign minister to renege from his earlier stance and simply tell the court that the Foreign Office was in consonance with the American interpretation of Davis being a genuine diplomat and enjoying full immunity under Vienna Convention 1961. Facts be damned. According to highly reliable sources, interior ministry’s immense resources were also offered to cause any necessary change of documentation or any exceptional service warranted under these exceptional circumstances.

An adamant Qureshi, who had strongly argued the case that Raymond did not enjoy unlimited diplomatic immunity under law, flatly refused and even said that if need be, he’d rather resign than become an accessory to multiple murder. The meeting ended on a rather unsavoury and unexpected note. It was a surprising outcome for all the others because Qureshi had always been perceived, and even pilloried by the media, as being an American lackey and was not expected to dig in his heels over an issue so vital for the US administration.

But Qureshi’s latest run in with the Americans did not begin or end inside the Presidency. It had actually begun much earlier on January 28, a day after the deadly Raymond Davis incident in Lahore. He was in Karachi when he first received a call from US Ambassador to Pakistan, Cameron Munter and then had a conversation with US Secretary of State, Hillary Clinton. Munter requested him for immediate councillor access to Davis and his immediate handover to US Consulate authorities. Qureshi asked Foreign Secretary Salman Bashir to talk to Munter and while authorising immediate councillor access to Davis made it clear to the foreign secretary that the matter of release would only be decided by the court as the legal process had already been kicked into motion in Punjab. Then came Hillary’s call.

An understandably perturbed Hillary wanted the immediate handover of Davis and insisted that Pakistan was violating the Vienna Convention by the illegal incarceration of a “US diplomat”. Confirming the contents of that conversation to The News, Shah Mehmood said that he had patiently explained to Hillary that while he understood her anxiety she too had to understand the highly emotive and sensitive nature of the incident. And also that since the judicial process had been kick-started in Lahore, the Foreign Office and the US had little option but to submit to the due process of law. Anyway, the two decided to discuss the matter on the sidelines of the then forthcoming Munich Security Conference, and the line went silent.

Since then, Ambassador Munter and other senior embassy officials remained busy with engaging Pakistani authorities and the Foreign Office, blowing hot or cold, depending upon the level of their own frustration and the pressure coming their way from Washington. A few days prior to the Munich Conference, Qureshi received a call from Ambassador Munter who said that he had been directed to convey the message that unless Qureshi signed the diplomatic immunity paper prior to the conference, the scheduled meeting between him and Hillary would stand cancelled. The message was starkly clear a la George Bush: You are either with us or against us. So be it, Qureshi is reported to have told the ambassador and even cancelled his trip altogether. The chief of the army staff went instead to Munich and that is an appointment that even the US secretary of state cannot cancel, Davis or no Davis.

Once Qureshi ignored the latest Hillary communique, the Americans stopped talking to him altogether because it had now become evident that Qureshi was not going to budge on his stance of Davis not being eligible for full diplomatic immunity. Qureshi was no longer a welcome dinner guest and neither could he be allowed to remain in office. The last thing Washington can afford is his having a Pakistani foreign minister with a reawakened conscience.

According to highly reliable sources, the next claimed scalp may be that of the equally intransigent (from American perspective), Foreign Secretary Salman Bashir who is now the only remaining top level hurdle in the apprehended shameless handover of Davis by a compromised political leadership. The foreign secretary is also of the considered firm view that Davis does not qualify for full immunity. And there are legitimate causes for this argument, which were further exposed by glaring inconsistencies in the forever changing US stance on the issue.

Owing to the paucity of space, irrefutable arguments proving Davis’ ineligibility are not being reproduced here and also because a lot has already been written on the legal aspects of the subject, including the highlighted fact that in the initial reaction by US authorities, Raymond Davis was identified as merely an “employee” of the US Consulate in Lahore, but never as a diplomat. He was referred to as an employee and not a consulate general official. “It was a simple clerical error” was the incredulous justification offered by two senior members of the Islamabad embassy in an off-the-record conversation with the scribe. But it gets even better.

A lot is being made by the Americans and their interlocutors of the January 20, 2010 communication of the Islamabad embassy wherein the FO had been asked for the issuance of a non-diplomatic identity card for Davis. It is being argued that this communication clearly identifies Raymond Davis as being administrative and technical staff of Islamabad embassy and therefore automatically eligible for diplomatic immunity. But this is only half the story.

Certain discrepancies in 2010 had already caused the Foreign Office to seek clarifications. In Sept 2009, the US State Department had originally identified him as technical advisor (contractor) going on “official business” while applying for his visa. Later he was attached to US Consulate Lahore as an employee. So when his name popped up again in January 2010, identifying him as being attached with the US Embassy Islamabad, the FO wanted answers to some very pertinent questions. The relevant FO officials repeatedly asked the US embassy to provide the details of Davis’ new responsibilities along with those of his past postings. When weeks had passed with the embassy avoiding a categorical clarification on this count, the FO finally sent a formal Note Verbale to the US embassy on July 8, 2010. It bore ref no: P(1-A)/2009-ID(USA). This note pertained to a total of ten Americans about whom similar details were being sought from the embassy but no response had been forthcoming from the US end. Davis was listed as Note No:252/HR. When FO authorities were asked about the presence of 2009 in the reference number of the note verbale otherwise sent on July 8, 2010, they clarified that it was perfectly in accordance with their internal filing sequence and did not reflect any anomaly.

Unable to cover this critical gap in their argument to secure Davis’ release on the afterthought alibi of diplomatic immunity, the US embassy has adopted the rather incredulous argument of denying outright the existence of this critical correspondence. The FO has been told at the highest level that the US embassy never received this Note Verbale. The two senior functionaries stuck to the denial mantra when asked by The News about the embassy’s refusal to divulge the real assignments and other details of Davis and nine others. They insisted that all the embassy records had been thoroughly checked but there was no evidence of the cited note verbale ever being received. When they were told that the July 8 note was present in FO records and its existence and its having been sent to US embassy was recorded in more than one place and constituted a process that could not be tampered with within hours of an event taking place, the duo took the reference number of the ‘missing note’ to ostensibly try locating it from their records. This raises an interesting question: if they still needed the reference number at this stage, then how did they even check their records earlier?

Can you name a single other incidence where prior to this particular note verbale or since, any note verbale sent by FO to the US embassy has ever gone missing? the two functionaries were asked. Not surprisingly, the duo could not cite a single such incidence.

Interesting coincidence one must say, where the entire US administration makes critical clerical errors which only expose Davis as being a non-diplomat. Another interesting coincidence again, when only one specific official communication out of hundreds of similar exchanges goes missing, and which once again stood to expose Raymond Davis for being anything but a legitimate diplomat on a legitimate diplomatic assignment.
